Fines of up to one-thousand dollars could be charged to children and their parents for bullying in Racine. A Racine Common Council committee unanimously approved the proposed ordinance Tuesday. Another committee vote is needed before the full council would take up the measure on December 19th. It would make it a crime to abuse, intimidate or harass someone repeatedly and intentionally. Fines could be levied if there is more than one incident in a 90-day period.
