State legislative leaders have not said whether they would take up another effort to give the “rent to own” industry its own consumer laws. Two western Wisconsin Republicans, Senator Terry Moulton and Representative Warren Petryk, are asking colleagues to cosponsor a bill to exempt the rent to own industry from the state’s consumer protection laws. It would require rental agreements to disclose the cash prices of items, the total cost to achieve ownership, and the difference between the two. But it would not include the interest rates charged, though critics say those rates are generally so high that they prey on low income consumers. The bill’s sponsors say Wisconsin is of just a handful of states without separate rent to own legislation — and Republicans have unsuccessfully tried for a number of years to change that.
