Madison city officials say complaints about roadside panhandlers have dropped significantly in the six months since a ban went into effect. Eight people have been cited 27 times for violating the ordinance which precludes people from asking for money on medians of major streets. Madison police say much of that activity has moved to nearby communities. One 46-year-old man was cited 15 times, representing more than half of the tickets handed out. His name hasn’t been released. The first citation costs 92-dollars.
