There’s a report that Michigan offered more than Wisconsin to lure Foxconn, but the firm chose the Badger State because it offered more in cash. The Milwaukee Journal Sentinel said it obtained records that compared what both Michigan and Wisconsin offered to get the nation’s first plant that makes screens for smartphones. The report said the Michigan offer waived property and operational taxes, and offered tax breaks that all manufacturers get — and once the Legislature dropped some proposed items, the Michigan offer fell to two-point-three billion with only small cash incentives. Wisconsin, on the other hand, offered hundreds of millions in refundable tax credits that pays Foxconn in cash. Mark Hogan of the Wisconsin Economic Development Corporation said the state looked solely at its potential return — not what other states were offering.
